Summary

Updated the description of bin/stansummary outputs and added section on rank-normalization to the reference manual via cut-and-paste from https://arxiv.org/abs/1903.08008, section 4.1.

I pushed some additional edits.

The stansummary doc has example output which seems to be the old one, but I didn't have time to fix that

I've updated it. Merging so that this can go in the release docs
